# TikTok campaign brief

> A fill-in workbook for a single TikTok campaign: objective, optimization event, budget, bid strategy, structure, targeting, creative, and the briefs it runs on. Sits under the marketing campaign brief and above TikTok Ads Manager.

  The objective decides which bidding method is available. Reach is bought on CPM, Traffic on CPC, and Sales on oCPM against a pixel or event signal. Picking the objective is therefore also picking how the campaign will be charged, which is not obvious at the point you choose it.

  On TikTok the objective locks more downstream settings than it does on most platforms. It sets the auction the campaign competes in, the optimization events available, and the billing method, and none of those can be changed later without rebuilding.

  Naming the conversion action against the [event tracking plan](/event-tracking-plan) keeps the platform's numbers reconcilable with your analytics. Running the Events API alongside the pixel matters more here than the setup effort suggests, because signal loss on a single-pixel setup shows up as weak optimization rather than as a tracking error anyone notices.

TikTok's bid strategies, as of 7 August 2026:

  A cost cap campaign needs enough daily budget to explore the auction. TikTok's guidance is a daily budget of at least 50 times the bid, and Smart+ app campaigns call for around 30 times target CPA on cost cap. Below that, delivery becomes erratic in a way that reads as a targeting problem rather than a budget one.

  Cost cap on TikTok fails differently from a cost goal on other platforms. Rather than overspending against the target, it underspends: the system holds cost down by simply not delivering. A campaign that looks like it has a reach problem is often a campaign whose cap and budget were set too tight relative to each other.

  Smart+ campaigns automate targeting, bidding, and creative selection together. They can work well and they also remove most of the levers this brief exists to record, so the choice to use one belongs in the brief with a reason next to it.

  TikTok's delivery system tends to reward broad targeting with strong creative over narrow targeting with weak creative, more than most platforms do. That makes the creative section of this brief load-bearing in a way the targeting section is not, and it is worth being honest in the brief about which of the two the campaign is actually relying on.

  Recording the profile and the way it was built still matters. A result that came from a customer-list lookalike and a result that came from broad targeting teach different lessons, and neither is recoverable from the ad group name alone.

  TikTok burns through creative faster than the other paid platforms, so the number of variants at launch is a real planning input rather than a detail. A campaign launched with one video will usually stall on frequency before its budget is spent, and the fix at that point is a production timeline nobody scheduled.

  Spark Ads add a dependency that lives outside your team: they run against a creator's or your own organic post and need an authorization code with an expiry date. Recording the code and its expiry in the brief is what stops a campaign quietly losing its best-performing ad mid-flight.
